    • You can park in either of the three main school parking lots. You should not arrive prior to 8AM either day. All rooms are video recorded 24/7 for safety/liability reasons. The main foyer next to the gym and the field behind the school will be where students can congregate between rounds and where lunch will be served. Open male/female bathrooms are available on either side of the gym. Aa non-gendered restroom is located on the second floor next to the Art Studio (US 230). As always, students should not enter a room without a judge present (huge liability issue) and risk being DQ'd.

    DIVISIONS

    Public Forum Divisions
In prelims, all public forum debate divisions will be collapsed into single division (open).
In elims, numbers permitting, PF divisions will be split into TOC, junior varsity, and novice elimination round brackets for debate.
Students will compete in no more than one elim bracket. Unless indicated to tab in advance, there are automatic bracket promotions (a novice eligible to clear in junior varsity would compete in JV, not novice).

    Public Forum Junior Varsity Eligibility
    1. Opt-in. Coaches can register Debate students via tabroom by entering the student into the TOC division, and selecting the "JV eligible" option.
    2. General Rule. For purposes of this tournament, junior varsity debaters must be either (1) in their second year of any format of debate (two school years), or, (2) if they have yet to reach an elimination round in their current format, their third year of any format of debate (three school years).
    3. Minimum Tournaments. Attending at least a single tournament during a single school year counts as using that entire year's eligibility. Students cannot proportion multiple tournaments across years into a single year.
    4. Middle School. A student's middle school year(s) would count toward eligibility. Middle School is 6th - 8th grade.
    5. Middle School. A student's middle school year(s) would count toward eligibility. Middle School is 6th - 8th grade.
    6. Partners. For partnered events, both students must satisfy the eligibility requirements.

    Public Forum Novice Eligibility
    1. Opt-in. Coaches can register Debate students via their division.
    2. General Rule. For purposes of this tournament, novice speech/debaters must be either (1) in their first year of any format of debate (one school year),or, (2) if they have yet to reach an elimination round in their current format, their second year of any format of debate (two school years).
    3. Minimum Tournaments. Attending at least a single tournament during a single school year counts as using that entire year's eligibility. Students cannot proportion multiple tournaments across years into a single year.
    4. Maximum Year. Third year competitors are ineligible for novice.
    5. Middle School. A student's middle school year(s) would count toward eligibility. Middle School is 6th - 8th grade.
    6. Partners. For partnered events, both students must satisfy the eligibility requirements.

    Speech Novice Eligibility
In speech, except for Impromptu Speaking, there is one division: Open. This is to maximize TOC bid potential across the various events.
In impromptu speaking, there is a novice division.
1.General Rule. For purposes of this tournament, novice speech must be either (1) in their first year of any format of speech (one school year), or, (2) if they have yet to reach an elimination round in their current format, their second year of any format of speech (two school years).
    2. Minimum Tournaments. Attending at least a single tournament during a single school year counts as using that entire year's eligibility. Students cannot proportion multiple tournaments across years into a single year.
    3. Maximum Year. Third year competitors are ineligible for novice.
    4. Middle School. A student's middle school year(s) would count toward eligibility. Middle School is 6th - 8th grade.

    EVENT RULES

    Public Forum / Lincoln Douglas
    (1) Best Practices. We offer the following suggestions for students competing. These suggestions are not requirements, but are best practices that will explained to judges during training.
We suggest for Public Forum: (a)students do not paraphrase when first introducing evidence ("must read direct quotes"). (b) do not make brand new arguments in the summary or final focus (c) start "front-lining" in the 2nd rebuttal, (d) use email chains to provide speech docs prior to constructive and rebuttal, (e) collapse into a single contention by the summary, (f) verbalize minimal methodology for any proof given, and (g) remain polite during cross-fire.
    (2) Parent Judges okay. Although we prefer experienced judges (see Judge Rules), we're happy to train parent judges if needed.
    (3) Judge Prefs. A healthy amount of strikes will be given for entries whose judges have completed judge paradigms.
    (4) Feedback. Judges must provide ample verbal disclosure and written feedback.
    (5) Coinflips.Tabroom.com coinflips wills be used for public forum rounds and lincoln douglas elims.
    (6) Single Flighted. Rounds will be single flighted.
    (7) Double Entry. Debaters cannot double enter in other events.
    (8) Card Requests. Like many coaches, we interpret NSDA's new evidence sharing rules to require opponents to send a cut card, not simply a url link or a pdf. We will use the TOC's rule that students should provide cut cards for all evidence read or paraphrased prior to the speech (as part of a speech doc sent in an email chain), but if they choose only to send cards by request, the team requesting gets free prep time until all requested cards are sent. Card requests should be reasonable, and judges should feel free to disregard cards from teams unable to provide them in a timely manner. Card requests are times to send pre-cut cards, not to finish your research and cut missing cards.
    (9) Style. LD = California / Lay style. Not National Circuit.
    (10) Topics.
    • LD Topic - NSDA LD Sept/Oct. Resolved: In the United States criminal justice system, plea bargaining is just.
    • PF Topic - NSDA PF Sept/Oct. Resolved: The United Kingdom should rejoin the European Union.

    Speech
    (1) Rules. Will follow TOC rules generally, which model NSDA rules for the most part.
    (2) Live. All events including duo will be live. No backup videos will be used.
    (3) Feedback. Judges must provide substantial written feedback.
    (4) Parent Judges okay. Although we prefer experienced judges (see Judge Rules), we're happy to train parent judges if needed.
    (5) Patterns. There will be one pattern.
    (6) Double Entry. All speech competitors except extemp competitors can enter a maximum of two speech events. No double entry between debate and speech is allowed.

    FOOD
Quarry Lane believes in providing exceptional hospitality. We will provide both healthy and unhealthy snacks, water, coffee, and lunch both days. This provided for no additional cost as part of the entry fees.
    Tournament Snack Room: US 225A
Tournament Lunch: Foyer (outside of Gym)

    JUDGE RULES

    All Judges
    (1) All judges must be 18+ in order to judge.
    (2) All online judges must have working technology to assure reliable and fast internet to ensure quality judging. For online judges, this include webcam, mic, video, and audio. This also includes a good and stable working environment (e.g. not while you are driving).
    (3) All judges are expected to be “on-call” until all the rounds are started.  If you are obligated and not initially placed in a round, please monitor your cell phone for a call or text message from tab just in case you are subbed into a debate (even after the posted start time, as you may have to replace a missing judge). If you do not respond or are not available to sub in when needed, then you may be fined a missing judge penalty after an attempt is made to reach you.

Public Forum / Lincoln Douglas Judges
    (1) In addition to everything under 'All Judges',
    (2) Judge training will be provided to the judges before the tournament and will be on the ballot. However, judges must have familiarized themselves with the event and duties beforehand. Please see below under the judge information section for the judging resources.
    (3) A generous amount of strikes will be used.
    (4) In order to improve the judging pool, we will add a number of varsity policy debaters (TOC national circuit) to the varsity PF pool. All of them have judged/been trained in PF before, and a majority of them competed in PF while in middle school. Nearly all will likely be at max a one day commitment. They will be free strikes and will be recording rounds for our public youtube channel. Since they are free strikes, by not striking them, those institutions (coaches, and parents for those students) consent to being recorded (and there is no opt out). It is the institutional responsibility to ensure that parental consent.

    Speech Judges
    (1) In addition to everything under 'All Judges',
    (2) Judge training will be provided to the judges before the tournament and will be on the ballot.
    (3) No strikes will be used.

    ONLINE POLICIES

    Webcam Policy
    • Students: Since debate is a communication activity, webcams should be on during a debate. If that is not possible due to a strained internet connection, then at least the speaker’s webcam should be on while giving a speech. Only if turning on the webcam significantly compromises the audio of the speaker should it be left off. In general, there is an expectation that webcams are on while any debate competitor is speaking.
    • Judges: Judges must have webcams on while judging a round and a competitor is speaking except during minor/temporary internet disruptions. Note, this must be temporary, and cannot be for an entire debate or speech round.
    • We will use NSDA Campus (without observers). All judges and competitors are required to have their camera on while in the round. This is a must requirement, and we will DQ teams and remove/fine judges who do not comply. No-one wants to debate a blank screen, and there are safety issues as well.

    Help During Tournament
If you must speak to the Tournament Director or tabroom staff, please email our helpline.
    Subject line: [Division/Event - Room Number (e.g., VCX Room1, JVLD Room 2)]

    (1) Division/Event (e.g., NCX, JVCX, VLD, WSD, etc.),
    (2) Judge name,
    (3) Specific Issue (for example, Missing team - Quarry Lane AY (clarify which team is missing), Missing Judge - J. Smith, No one can hear anyone in room, Video not working in room, etc.)

    Judge Rooms
The tournament will not require judges to remain in an online room but all judges are expected to be “on-call” until all the rounds are started. If you are obligated and not initially placed in a round, please monitor your cell phone for a call or text message from tab just in case you are subbed into a debate (even after the posted start time, as you may have to replace a missing judge). If you do not respond or are not available to sub in when needed, then your school may be fined a missing judge penalty after an attempt is made to reach you.

    No Rogue Online Rooms
Under no circumstances is a judge or competitor to move a debate to an unapproved online space. If there are technical difficulties, then the judge and/or students should email @gmail.com immediately.

    Elimination Rounds
We'll use online coin flip procedures through tabrooom.

Signing up a judge without having a Tabroom account will result in us charging you for the set up fee.
You can do this easily on your own by going to tabroom.com. It literally takes less than a minute.

    First time judging?
This is a great collection of short videos that one of the leagues have put together to learn each event: click here.

Tournaments encourage judges to have a paradigm on their Tabroom account, which can be a few sentences on your preferences of debating styles, etc. See here for example. It doesn't need to be this long, but make sure to add something before you sign up. For example: "I am a parent, please speak clearly and slowly and avoid technical jargon".
